02 Civic EX Relay Click

Hey everyone I was wondering if anyone had ever had this issue; my 02 civic ex will idle up the relay behind the glove box will click then it'll idle down and try to cut off then repeat the process about 5 times until it finally idles down, the RPM gauge and temp gauge stop working and the car will not exceed roughly 2000rpms(based on exhaust noise since no gauge) I replaced the clicking relay and even the new one clicks and does the same process, any ideas?

if its the same type of relay as a window motor relay, you can temporarily swap it out to test it

I've tried and I also replaced the relay I'm pointing at in the pictures all of them just click

Those two relays are PGM-FI Main Relay 1 and PGM-FI Main Relay 2.
The cause may be due to a faulty ECM/PCM, ground wire or connection, or other wire or connection. Sounds like the relay control signal (ground) from the ECM/PCM is not consistently going to the main relay 1. When the ECM/PCM send a ground to the relay coil, the coil gets energize and close the relay contact (which is when you hear a click). When the main relay 1 contacts close, power is supplied to the IAC valve, CMP sensor, CKP sensor, fuel injectors, ECM/PCM, and the Immobilizer Control Unit Receiver.
PGM-FI Main Relay 2 is the fuel pump relay. PGM-FI Main Relay 2 works in conjunction with PGM-FI Main Relay 1. PGM-FI Main Relay 2 relies on a functioning PGM-FI Main Relay 1 in order to supply power to the fuel pump.
First check that Ground G101 connection is clean (no corrosion, etc.) and tight. Also check the wiring there.

Alright so both the main relay and fuel pump relay have been replaced. The negative battery cable has been replaced. Ground G101 has been cleaned and rewired and all other fuses and relays have been checked and tested and the problem is still persisting

Check that the following fuses are okay and firmly inserted:
Under-dash: Fuse No. 17 (15A), No. 4 (10A)
Under-hood: Fuse No. 6 (15A)
You can also get a meter and check for continuity on the relay control wire that goes from the ECM/PCM to main relay 1, to see if there is a short or open in the wiring.
But, if it is not a loose fuse, wiring or connections at the ECM/PCM, then it can possibly be due to a faulty ECM/PCM like I previously mentioned in my earlier post.

Everything checks out fine but I have a new problem. The OBD2 DLC is nonresponsive. I've tried plugging in multiple code readers and they all say error, cannot communicate or vehicle not responding when I try to pull a code

Did You got the problem fixed? I have the same issue.
except because I do get conection with My OBDII code reader, no codes are showed

Do you have any up date on this issue?? I still trying yo have it fix. The blue relay, I believe is the fuel pump one, gets very hot, wil change it and test.

In my case (2002 LX), the probelm was on the PCM,
