The Code of Virginia lists more than 800 responsibilities of the Clerk, Heidi S. Barshinger, many of which are complex and challenging. The Clerk serves as the recorder of deeds and probate judge, issues marriage licenses and fictitious names, judgments, and is the official court administrator for all civil and criminal court cases. In this latter capacity, the Clerk creates and maintains all court files and records, prepares court orders and jury lists, contacts jurors and issues summons and court processes.

COVID
Effective February 28, 2022, face coverings are no longer required while present in the Circuit and District courthouse unless ordered otherwise by a presiding judge. Face coverings are permitted if an individual chooses to wear one. Inmates and employees of the Office of the Sheriff are subject to the directions of the Sheriff. Individuals will continue to be screened for COVID prior to entry.

The Americans with Disabilities Act (ADA) was enacted to ensure that all qualified individuals with disabilities enjoy the same opportunities that are available to persons without disabilities. Upon request, the Office of the Executive Secretary assists with ADA accommodations for public programs and services of Magistrates, District Court Clerks and Judges, Circuit Court and Appellate Court Judges and Justices, and the Clerks of the Supreme Court of Virginia and the Court of Appeals of Virginia. Availability:
Civil cases are brought to enforce, redress, or protect the private rights of an individual, organization or government entity. The remedies available in a civil action include the recovery of money damages and the issuance of a court order requiring a party to the suit to complete an agreement or to refrain from some activity. The party who initiates the suit is the “plaintiff,” and the party against whom the suit is brought is the “defendant.” In civil cases, the plaintiff must prove his case by “a preponderance of the evidence.”
